Abstract

The realization of a village that is advanced, independent and democratic, requires a budget in development and community empowerment in a village. The budget is regulated in PP (Government Regulation) No. 06 of 2014 concerning Village Fund which states that village funds are funds sourced from the APBN (State Revenue and Expenditure Budget) allocated to villages in transfers through the District/ City Regional Budget (APBD) and used to finance government administration, implementation development, community development and community empowerment. The process of managing village funds begins with planning, implementation, administration, reporting and accountability. The problems in this study are 1) How is the description of Planning, Implementation, Administration, Reporting and Accountability and Accountability of Village Fund Management in Semau Subdistrict in 2016? 2) Does Planning have a positive and significant effect on village fund management accountability in Semau sub-district? 3) Does the implementation have a positive and significant effect on village fund management accountability in Semau subdistrict? 4) Does the Administration have a Positive and Significant Effect on Accountability for Village Fund Management in Semau District? 5) Does reporting and accountability have a positive and significant impact on the accountability of village fund management in Semau sub-district? The population in this study are employees who have villages in Semau Subdistrict, Kupang Regency. The sample in this study were 100 respondents. Data collection is done by questionnaire. Data analysis techniques are descriptive statistical analysis and inferential analysis. There are two analytical tools used in this study, namely descriptive analysis techniques and Structure Equation Model (SEM) AMOS. The results of descriptive statistical analysis show that planning, implementation, administration, reporting and accountability and accountability are in the high category. The results of inferential statistical analysis show that the variables of planning, implementation, administration, reporting and accountability have a significant effect on accountability. For the apparatus of village fund financial management in Semau Subdistrict, it is suggested to be able to improve the accountability of village financial management by conducting training, increasing the capacity of the apparatus to all apparatus of village financial management through regular technical guidance on planning, implementation, administration, reporting and accountability of village funds.
