Abstract

This study entitled "Analysis of the Impact of Border Pass Policy on Community Life in the Border of the Republic of Indonesia and the Democratic Republic of Timor Leste (Motaain PLBN Study)", which aims to determine the impact of the Border Pass policy on the social, economic, cultural and political life of the people in the Motaain border and the reaction of the affected subject. Based on the 2003 MoU, the two countries agreed to impose a Cross-Border Pass (PLB) for people living on the RI-RDTL land border. Cross-border Pass (PLB) is a travel document that functions as a passport and a visa for people living in the RI-RDTL border area. This study used descriptive qualitative method. The type of data used is primary data taken by the technique of in-depth interviews with informants and secondary data in the form of official documents. The informants in this study were twenty people. The existence of the Border Pass Policy has an impact on the socio-cultural life of the two border areas which are not much different both in terms of religion, ethnicity, and livelihoods. The enactment of the PLB also relaunched customary affairs and family visits, as well as trade affairs between the two countries through border markets in both Batugede and Motaain. However, the MoU's decision on the enactment of a policy that is only at one point, Silawan Village, made border communities outside Silawan Village crossing and smuggling fuel illegally and certainly violating immigration rules.
