Abstract
PEM Fund is one of the programs of the government in Kupang City, aims to strengthen and develop the economy of the people in the sub-districts in Kupang City. Some officers are placed in the villager to support this program, and the officers are expected to give good performance without any fraud. It is needed to measure the performance of the officer in Kota Lama Sub District, by measuring the impact of control, compensation and work motivation. The population of the research was all the officers of PEM Fund in Kota Lama Sub District and head of economy sector in Bappeda, as much as 52 people. The analysis method used in the research was descriptive analysis and inferential analysis using SEMPLS software. The result of the descriptive analysis shows that all variables are good enough, and the result using SEMPLS shows that the variable of control (t: 2,029; sig. 0,043) and compensation (t: 3,508; sig. 0,000) have positive impact and significant to PEM Fund officer’s motivation in Kota Lama Sub District. The variable of control (t: 2,029; sig. 0,043) and compensation (t: 6,003; sig. 0,000) have a positive and significant impact to the PEM Fund officer’s performance in Kota Lama Sub District. The result of the determination coefficient (R2) indicates that control and compensation variables contribute 87,1% impact to work motivation. Control, compensation and motivation variables contribute 92,6% impact to performance. Based on the result above, it could be suggested to the head of the district, head of sub-district, PEM Fund officers in Kota Lama Sub District, and the government of Kupang City some suggestions that could be taken from the research, those are: (1) develop the work motivation of the officer by making a letter of agreement to make a work commitment from the officer. (2) develop the control function, especially to behavioral control by making a scheduled control and random control, so that the officer will not only show a good behavior on their control schedule but they could be professional, as it is supposed to be. (3) increase the compensation for a wage in particular, by making the wage to be compatible with the workload, fair and transparent.
