Abstract

Various efforts have always been made by every government to improve the economy of the community so that they can live well. The efforts made by the government in improving the economy of the people are usually carried out by various programs aimed at empowering the community, one of which is the launching of the Community Empowerment Program (PEM). The purpose of this study was to 1) find out and describe the utilization of the PEM program in the business development of PEM Fund recipients in Oebobo Village, Oebobo District, Kupang City. 2) To know and describe the government's efforts in responding to the constraints that exist in utilizing PEM funds. This study uses secondary and primary data sources in which the variables in the study were measured using research instruments, namely a list of structured interview questions. There were 30 samples in this study then analyzed with qualitative descriptive techniques. In this case the collected data is sorted and organized then categorized (classification) by linking the facts then describing or explaining the facts to reach a final conclusion or research findings. The results showed that the total amount of funds channeled from 2013 - 2018 in the Oebobo sub-district was Rp. 1,718,500,000. Distribution of PEM funds for beneficiaries of funds is no longer for those who have just developed a business but who already have a business. The business owned is in the form of productive business. Funds received in the form of loans must be returned so that the funds can be rolled out again. Findings on the ground that the provision of funds for Community Economic Empowerment (PEM) should be given to people who have productive businesses in the lower middle class. However, it is still found that the provision of PEM funds to the public whose business can be said to be unproductive and does not even have a permit. This will result in a refund of PEM funds if the business does not go well. And it is necessary to revisit how the mechanism for distributing PEM funds to existing business actors.
