Abstract

The formulation of the problem in this study are: 1) What is the level of effectiveness of receiving special parking fees in Kupang City? 2) How big is the growth of parking fees in Kupang City? 3) How much does the contribution of special parking retrebusi to the City of Kupang PAD? The purpose of this study is 1) To determine the effectiveness of the acceptance of special parking fees in Kupang City 2) To determine the growth of parking fees in the City of Kupang. 3) To find out the contribution of special parking fees to the Kupang City PAD. This study uses quantitative data, the type of data that can be measured or calculated directly, in the form of information or explanations expressed in numbers or in the form of numbers. Data Sources used in this study are Secondary Data is research data obtained indirectly by researchers through intermediary media or obtained and recorded by other parties. The sample used in this research is the Target, realization, effectiveness, growth, contribution of PAD from Kupang's special parking from 2014-2017 then calculated based on the formula of effectiveness, growth and contribution. The results obtained: The level of effectiveness in 2014 is said to be very effective because the level of achievement is above 100%. In 2015 it was said to be less effective because the level of achievement was between 60% - 80%. In 2016 it was said to be very effective because the achievement rate was above 100% and in 2017 it was said to be very effective because the achievement rate was above 100%. the growth of special parking fees every year fluctuates. In 2015 the growth experienced -44.32% due to the realization of revenue from parking fees which experienced a very significant decrease and did not meet the set targets. In 2016 growth experienced a very high increase reaching 67.73%, but in 2017 it decreased to reach 52.92%. The contribution of special parking fees to the Local Revenue (PAD) fluctuated due to the realization of the receipt of special parking fees in 2015 which experienced a drastic decrease which did not meet the target. With the results of this study it was suggested to the local government of the City of Kupang in this case the Department of Transportation of the City of Kupang to always be cheated in attracting special parking fees so that it could increase the Regional Original Revenue (PAD) of the City of Kupang.
