Abstract

The formulation of the problem of this research are 1) What is the policy of managing village fund allocation towards community empowerment in East Fataatu village, Wewaria District, Ende Regency?. 2) What are the factors inhibiting the management of the allocation of village funds towards community empowerment in the village of East Fataatu, Wewaria District, Ende Regency?. This study aims to evaluate the policy of managing village fund allocation towards community empowerment in East Fataatu village, Wewaria District, Ende Regency and to find out the inhibiting factors in managing village fund allocation towards community empowerment in East Fataatu village, Wewaria District, Ende Regency. The analytical method used is descriptive analysis.The data used in this study are secondary data and primary data with research subjects consisting of village governments and East Fataatu village communities. So the total number of respondents in this study amounted to 32 respondents. Secondary data collection and primary data is done through surveys and also uses interview methods. The results of this study indicate that regulations regarding the management of the allocation of village funds in the field of governance and implementation of village development have been carried out properly in accordance with existing regulations. However the substance has not yet touched the true meaning of community empowerment. In addition, the accountability stage in managing the allocation of village funds is still ineffective. While in the preparation of accountability reports that are not implemented properly by the village government, and there is no evaluation of activities that should be carried out with the community in providing guidance and provision in community empowerment programs. Based on the results of this study, it is expected that the village government always cooperates with the community so that in the process of managing village fund allocation and community empowerment in the following year it can run smoothly and get effective results.
