Abstract

This thesis is entitled "Local Wisdom of Hel Keta as a Process of Establishing Fafinesu Social Relations in Insana Fafinesu District, North Central Timor Regency". The main problem in this research is "What is the process of renewing social relations in local wisdom hel keta for the Fafinesu people in Insana Fafinesu District, North Central Timor Regency". The aim is to analyze the local wisdom of hel keta as an effort to rebuild the social relations of the Fafinesu people to rebuild a harmonious life together based on the principles of local wisdom hel keta. The theory used in this study is the theory of social relations. Descriptive research method with a qualitative approach. The informant determination technique used in this study was a purposive technique. The types of data are primary data and secondary data. Data collection techniques were carried out by observation, interviews and documentation. The data analysis technique used is data reduction, data presentation and finally verification/conclusion. The results of this study indicate that: efforts to rebuild social relations of the Fafinesu people are to rebuild a harmonious shared life based on the local wisdom principles of hel keta by (1) renewing trust by uniting the family, which means that both parties are legal in customary matters. After the hel keta procession is carried out, then all problems are safe, free, and there are no obstacles in further affairs, the prospective husband and wife or those who are in conflict will be released up to the next generation. (2) renewing broken social relations by renewing fractured / tenuous relationships, one of which is with this third hel.The hel Keta ceremony can interpret an important inheritance from our ancestors for generations, in restoring social status within society or between tribes. (3) updating common goals. Common goals are not easy to acquire and maintain. Conflict and hostility are often triggers. As a result of the conflict, the essence of building a common goal is forgotten. For this reason, it is necessary to update. The values of Hel Keta include reconnecting broken relationships and reminding them to build kinship to achieve common goals. Based on the results of the research analysis above, the authors conclude that the local wisdom of hel keta is a process of establishing social relations for the Fafinesu people to rebuild a harmonious life. The tradition of hel keta in the customs of the Fafinesu people from ancient times until now, has a higher value than the process of resolving conflicts in the field of law. So it doesn't mean that adat ignores the rule of law of the State, but that the Fafinesu people consider its value to be higher and more meaningful than the rule of law of the State. Because it was related to general issues as well as individual issues where at that time the rule of law had not yet appeared in the public eye, the customary process was prioritized to resolve the problem. After the birth of the rules and legal system of the State, they were adjusted to the motives and flow of the problems that occurred.
