Abstract
This research is entitled The Role of Tu'a Golo as Letang Temba in the Implementation of Development in Golo Ndeweng Village. The formulation ofthe problem is How Tu'a Golo's Role as Letang Temba in the Implementation of Development in Golo Ndeweng Village, Lembor District, West Manggarai Regency. The theory used in solving this problem is the theory of the elite tradisional which includes the role of a leader, political actor and communicator. TheM etode used is descriptive qualitative. Primary data sources are obtained from informants while secondary data is in the form of various documents. The Variabel studied is the role of tu'a golo as Letang Temba which is related to : (1) Regulating the lives of residents, (2) Resolving Conflicts / Disputes, (3) Representing the village / community (4) Organizing Deliberations. The data collection techniques used are interviews and documentation. Data analyzed descriptively qualitatively. The results of the study show that the role of tu'a golo as Letang Temba has been carried out well as evidenced by (1) the implementation of Tu'a's role as a facilitator, which succeeded in regulating the lives of villagers in the form of mutual land division advantageously, it was agreed to hand over part of the community land for the opening of the road in the Wae Raho rice field area, the opening of the road to the Pitak rice field, the opening of the road in each alley. (2) the successful implementation of the role as Mediator of Tu'a Golo is evidenced by the resolution of conflicts between the villagers. (3) The role of the communicator of a Tu'a Golo is evidenced by the existence of tu'a as a representative or envoy of the villagers to convey and follow up all the interests of the community or villagers to the government for follow-up, both the delivery of development programs, as well as customary activities. (4) The role of the organizer of the Tu'a Golo deliberation is deliberation with indigenous peoples (nempung / meeting) to discuss all proposed programs that will be submitted to the parties the government, such as the discussion of the proposed construction of the Village Hall / Village Office, the constructionof a POSKESDES collateral and the customs program for the construction of drum houses. Hasil discussion on the Role of Tu'a Golo as Letang Temba in the Implementation of Development in Golo Ndeweng Village,concluded that it went in accordance with his role as a facilitator, mediator and communicator as well as a deliberative stakeholder. Based on the results of the research and discussion above, it is recommended that: (1) so that the village community continues to perpetuate the role of tua golo as letang temba, (2) the village government continues to maintain the involvement of tua golo in various village activities.
