Abstract

This research is entitled The Impact of Sub-District Expansion Policies for Development in Girlfriend District. The formulation of the problem is what is the impact of the sub-district expansion policy on development in the Pacar District, West Manggarai Regency. The theory used in solving this problem is the theory of the impact of policies on several social units which include individuals, organizations, communities, and institutions. The method used is descriptive qualitative. The technique for determining informants used a purposive sampling technique with primary data sources in the form of informants and secondary data sources in the form of documents, archives, books and other literature. Data collection techniques used through interviews, observation, and documentation. The object of this research is the impact of the sub-district expansion policy on development in Pacar District from the aspect of coordination of governance, public services, and community empowerment. The results of the research from the coordination aspect of governance show that (1)Coordination of efforts to maintain peace and public order has been carried out properly, efforts are needed so that the environmental security system is active. (2)The guidance and supervision of the sub-district head in administering village administration has been carried out properly but violations still exist so that the guidance and supervision needs to be improved. (3)Coordination of work programs and community empowerment activities in villages and sub-districts runs in one direction. (4)Public services in the form of licensing and/or nonlicensing are more optimal with the expansion of sub-districts (5)Delegation or authority delegated from the upper level of government based on the general duties of sub-district heads and attachments to performance agreements (6)Increasing community participation in deliberation forums and other empowerment activities in the District of Pacar (7)Reporting on the implementation of community empowerment tasks in the working area of the subdistrict to the district head on a regular basis has been carried out optimally. Based on the results of the research, the authors concluded that during its approximately 5 (five) year journey, the expansion of the Pacar sub-district had a significant positive impact on several aspects such as public services and community empowerment. However, it has not been optimal in the implementation of several other fields, namely governance, so that there are still visible violations in the administration of village governance and an inactive environmental security system. From the conclusions above, the authors suggest to the Government of the District of Pacar to further improve coordination in seeking peace and order until the environmental security system is active again, increasing the quality and quantity related to the development of village apparatus in order to produce better human resources and it is hoped that they will be able to publish the requirements community administration. The community is expected to actively participate in every activity.
