Abstract
This research was conducted in Eban Village, West Miomaffo District, North Central Timor District. The formulation of the problem in writing this thesis is how are the efforts of the Eban Village Government in dealing with the problem of controlling livestock rearing. This writing aims to describe and analyze the Authority of the Village in regulating the maintenance of livestock. In this study the theory used by researchers to analyze is Village Authority. The method used in this research is a descriptive qualitative method. Sources of data used are primary data and secondary data. Primary data was obtained from informants directly, while secondary data was obtained from data related to research variables in the form of literature, previous research, archives, files and books.1) Authority based on ancestral rights, authority based on ancestral rights owned by the people of Eban Village, West Miomaffo District, North Central Timor District together with the Village Government and Traditional Leaders have made a joint agreement the result of which is only an appeal to the community having livestock to be tied up or penned up, not only that but those who have beds and gardens must also make fences to prevent livestock from being released accidentally or deliberately released. Even though there are no regulations or village regulations regarding controlling livestock, the people of Eban Village have implemented it well, understand and are aware of the importance of providing cages, tying livestock. 2) Village-scale local authority. Within village-scale local authorities, the village government together with traditional leaders and the community to gather together and issue an appeal to the community that all livestock belonging to residents must be tied up or kept in cages. Although the rules and regulations regarding the control of livestock have not been issued, this appeal from the village government has been properly implemented. From the results of this study it was concluded that, authority based on origin rights and village-scale local authority has been going well.
