Abstract

This research is entitled Factors Affecting Voter Turnout in the 2019 Legislative Elections in Aesesa District, Nagekeo Regency. The formulation of the problem in writing this thesis is what factors affect voter turnout in the 2019 Legislative Election in Aesesa District, Nagekeo Regency. The theory used in solving the research problem is Political Participation and the factors that influence voter turnout according to Bimsar Arianto. This study used descriptive qualitative method. Primary data sources are informants while secondary data are documents related to research variables. The data collection techniques used were interviews and documentation. The data analysis stage was carried out through data reduction, data presentation, conclusion drawing stage and then analyzed descriptively qualitatively. The results showed that (1). Internal factors, in the form of technical and occupational reasons, affect the level of voter turnout in Aesesa District in the 2019 legislative elections. Technical reasons that cause people in Aesesa District not to use their voting rights in the 2019 legislative elections are influenced by absolute technical reasons such as deceased families, events marriage and accompanying children for treatment outside the city as well as technical reasons that are tolerant, such as choosing to enjoy vacations and visiting family. In addition to technical reasons, the factors that caused people not to vote were for reasons of work that voters could not leave behind as well as disappointment with DPRD members who did not fulfill their political promises. (2) External factors, in the form of administrative reasons, lack of political socialization and political reasons affect the level of voter turnout in Aesesa District in the 2019 legislative elections. Administrative reasons that cause people in Aesesa District not to use their voting rights in the 2019 legislative elections, because they are not registered as DPT and the ineffectiveness of KPPS and PPK's work to register mandatory voting, which still use data from previous election results. the lack of political socialization carried out by the KPU, Bawaslu, Political Parties and legislative candidates who competed in the legislative election in Dapil I Nagekeo Regency made the public less familiar with and had closeness with candidates for legislative members so as to make people vote for all candidates on the logo/image in the space provided. so that the ballot is considered invalid or damaged. The political reasons that cause people to not be able to vote are because there are no legislative candidates who are considered qualified and capable, lack of trust in legislative candidates and there are no figures who can represent or represent the aspirations of the people and bring about changes as conveyed and promised during the campaign period. Based on the results of the analysis above, the authors conclude that internal factors in the form of technical reasons and reasons for work and external factors in the form of administrative reasons, lack of socialization and political reasons affect Voter Turnout in the 2019 Legislative Election in Aesesa District, Nagekeo Regency. Based on the conclusions above, the authors suggest that there is a need for political socialization in the form of political education and not only at the time of the general election/pilkada but every year it should become a routine that must be done, in order to make voters more rational in making political choices.
