Abstract

The thesis entitled “The Analysis of the Effect of Human Resource Competence, Work Environment, and Leadership on the Employees’ Performance, at Regional Financial Agency, NTT Province, with Work Motivation as Mediating Variable” is written by Abdul Haris Mau, Reg. No. 8112192001 MM, under the supervision of Dr. Simon Sia Niha, SE, M.Si and Daniel Taolin, SE, M.Si. This study aims to know 1) The description of performance, work motivation, human resource competence, work environment and leadership at Regional Financial Agency, NTT Province; 2) the significance of effect of human resource competence, work environment and leadership on employees’ work motivation at Regional Financial Agency, NTT Province; 3) the significance of effect of work motivation, human resource competence, work environment and leadership on the employees’ performance at Regional Financial Agency, NTT Province; 4) the significance of effect of work motivation in mediating the effect of human resource competence, leadership and work environment on the employees’ performance at Regional Financial Agency, NTT Province. This study applies quantitative method. The sample in this study is 72 employees at Regional Financial Agency, NTT Province. The analysis used descriptive statistics and inferential statistics. The collected data through a questionnaire are analyzed using descriptive statistic and SmartPLS. The results of descriptive statistic analysis indicate that performance is categorized good, while work motivation, human resource competence, work environment and leadership are pretty good. The results of path analysis show that 1) human resource competence, work environment and leadership have a significant effect on employees’ work motivation; 2) work motivation, human resource competence and work environment have insignificant effect on employees’ performance; 3) leadership has a significant effect on employees’ performance; 4) work motivation does not mediate the effect of human resource competence, work environment, and leadership on employees’ performance. The results of determination coefficient (R2 ) indicate that work motivation, work environment, leadership, and human resource competence contribute 75.6% on employees’ performance. Furthermore, human resource competence, leadership and work environment contribute 68.7% on work motivation. Based on these results, it is recommended to the management of Regional Financial Agency, NTT Province to 1) Increase employee motivation, especially on indicators of the desire to increase work knowledge. 2) Improving the competence of human resources, especially on knowledge indicators. For example, giving clear directions on workflows, especially those related to budgeting or financial reporting; 3) Improving the work environment, especially on indicators of work equipment by providing work equipment according to work needs; 4) Improve leadership, especially on the indicators of courage. For example, if the leader has made a decision and there are errors or obstacles, then the leader does not completely blame the subordinates, but needs to make corrections and rethink better decisions.
