Abstract

This thesis is entitled "The Efforts of the Kelurahan Government in Handling Waste Problems in the Kayu Putih Subdistrict Area, Oebobo District, Kupang City". The main problem that will be studied is how the government of Kayu Putih Village, Oebobo District, deals with waste problems. The purpose of this study was to describe the efforts of the Kelurahan government in dealing with waste problems in the Kayu Putih SubDistrict, Oebobo District and to identify and analyze the supporting and inhibiting factors in dealing with waste problems in the Kayu Putih Sub-District, Oebobo Sub-District. The theory used as the basic concept is the Distribution of Government Authority. The method used is descriptive method. Primary data sources are informants and observations, while secondary data sources are library materials, literature, books, and previous research. The results of research from the aspect of increasing public awareness in waste handling, facilitating efforts to reduce, handle and utilize waste, and coordinating between government agencies, the community and the business world show that (1) Socialization on waste handling was not carried out directly in Kayu Putih Village but through circulars or information via the WhatsApp group (2) In an effort to increase public awareness, the Kayu Putih Urban Village Government made an appeal and warning banners (3) The availability of TPS is no longer because it has been dismantled and requires several criteria in building TPS (4) In RT 20/ RW06 waste transportation is carried out directly by the head of the RT. The Kelurahan government has proposed a new garbage transportation route to the Environmental and Sanitation Service which carries out waste transportation (5) There are no facilities or training for waste utilization, considering that in Kupang City itself waste handling still uses conventional methods or methods of collecting, transporting and disposing of waste (6) Coordination between the government and the community is carried out in the form of information and appeals for handling waste or visiting the community directly. The results of this study indicate that efforts to handle waste have been carried out well by the Kayu Putih Village government, but there are still deficiencies in waste facilities and public awareness in maintaining environmental cleanliness.
