Abstract

This thesis is entitled community participation in village development in the village of Noeltoko, West Miomaffo District, North Central Timor Regency. The main problem in this study: How is Community Participation in Village Development in Noeltoko Village, West Miomaffo District, North Central Timor Regency?. This study aims to describe Community Participation in Village Development in Noeltoko Village, West Miomaffo District, North Central Timor District. The theory used to answer research problems is development planning, implementation and evaluation. This research method uses a qualitative descriptive method. Primary data sources are informants while secondary data are documents related to research variables. Data collection techniques used were interviews, observation, and documentation. The data analysis phase was carried out through data reduction, data presentation, the conclusion drawing stage and then analyzed descriptively qualitatively. The results of this study indicate that community participation in the development of Noeltoko village includes several stages, namely: (1) Planning, during the Musrenbangdes the community is involved to provide suggestions regarding problems that occur in the village but community involvement is still low. (2) Implementation, community involvement in the implementation process of development in Noeltoko village is quite good. This is evidenced by the involvement of the community in contributing in the form of ideas and energy for the successful implementation of village development programs.(3) Evaluation/monitoring, community involvement in the process of evaluating or monitoring development in Noeltoko village is quite good because in development evaluations not all communities provide evaluations to adjust the results of planning with the results of implementing development programs that have been built with a predetermined budget. Based on the analysis above, it can be concluded that community participation in Noeltoko Village, West Miomaffo District, North Central Timor Regency starting from the development planning process, development implementation and development evaluation is quite good.Therefore, community participation in village development from the stages of development planning, development implementation and development evaluation needs to be increased again so that the community will feel given the opportunity or opportunity to participate in development. Because basically mobilizing village community participation is one of the goals of village development itself. The community as an object of development means that the community is directly affected by development policies and activities.
