Abstract

The thesis entitled “The Effectiveness of Regional Development Plans at Badan Perencanaan, Pembangunan, Penelitian dan Pengembangan Daerah East Nusa Tenggara Province” is written by James P. Nenobais, Reg. No. 8112191020 MM, under the supervision of Dr. Cosmas Fernandez, SVD, MA and Wolfram Ndouk, SE, MM. The regional development plan effectiveness is needed to promote and prosper the society. The results of plan effectiveness indicators at Badan Perencanaan, Pembangunan, Penelitian dan Pengembangan Daerah, NTT Province, indicated that all aspects didn’t meet the target yet, viewed from coordination, leadership, and technology application. This study aims to know: 1) The description of the effectiveness of development plans, coordination, leadership, and technology at Bappelitbangda, NTT Province; 2) The significance of effect of coordination, leadership, and technology partially on the effectiveness of development plans at Bappelitbangda, NTT Province; 3) The significance of effect of coordination, leadership, and technology simultaneously on the effectiveness of development plans at Bappelitbangda, NTT Province. The population in this study are 104 employees and the sample is 82 employees at Bappelitbangda, NTT Province. The data are collected by distributing a questionnaire and are analyzed using descriptive statistic and inferential statistic, SPSS program version 25. The results of descriptive statistic analysis indicate that coordination (59.16 %) and leadership (59.1 %) are categorized as good, while the technology (51.99 %) is not good. The results of t-test show that coordination (sig. 0.005 < 0.05), leadership (sig. 0.000 < 0.05) and technology (sig. 0.000 < 0.05) partially have a positive and significant effect on the effectiveness of development plans. The results of F-test show that coordination, leadership and technology (sig. 0.000 < 0.05) simultaneously have a positive and significant effect on the effectiveness of development plans. It is recommended to Bappelitbangda, NTT Province to maintain and raise the quality of coordination and leadership which are pretty good at present to become better. It is needed to coordinate with the Central Government to synchronize e-planning system in both national and regional level. The next researchers are suggested to include other variables in order to be additional references for Bappelitbangda, NTT Province.
