Abstract

The problems statements are; 1) How big is the effect of simultaneous and partial direct expenditure on HDI education sector in the City District of East Nusa Tenggara Province? 2) How much is the simultaneous and partial effect of Indirect Expenditures on HDI education sector in the City District of East Nusa Tenggara Province? The purposes of this study are 1)To test and analyze the effect of Direct Spending on the Human Development Index in the education sector in East Nusa Tenggara Province 2014-2017. 2)To Test and analyze the effect of Indirect Expenditures on the Human Development Index in the education sector in East Nusa Tenggara Province 2014-2017.This study uses secondary data,namely data obtained directly from BAPPELITBANGDA in the form of quantitative data which consists of data on the Human Development Index in the education sector which is seen from the average length off school,Direct Expenditures and Indirect Expenditures from 2014-2017,with a significant level of 5%. There were 88 samples in this study then processed using Eviews 9 and analyzed using panel data regression and inferential statistics with four tests namely 1) Classical assumption test 2) Multiple linear regression analysis 3)Test hypotheses 4)Analysis of the coefficient of determination (R2).The results of the study were obtained; 1) Direct Expenditures and Indirect Expenditures influence simultaneously and significantly on the Human Development Index in the education sector, 2).Direct Expenditures and Indirect Expenditures have a partial and insignificant effect on the Human Development Index in the education sector. With the Results of the Determination Coefficient Goodness of fit test (R2) of 0.908594 or 90.86% the Dependent Variable (Human Development Index in the education sector) is able to be explained by the variables Independent Direct Shopping (X1), Indirect Expenditure (X2) while 9.14% residues is explained by other variable which is not included in this study.The result of this study is suggested to the Government of the Province of East Nusa Tenggara to make policies that can improve education and so that it will have an impact on increasing the Human Development Index. For further research it can add related independent variables and add a longer period of time so as to obtain representative results.
