Abstract
This study aims to determine the level of community participation in village development planning and the factors that influence community participation in village development planning in Oeltua Village, Taebenu District, Kupang Regency. The level of community participation in village development planning in Oeltua Village has not been optimal, causing miscommunication between the community and the village government in implementing development programs that have been decided upon in development planning. Based on the results of the study, the forms of community participation in village development planning in Oeltua Village, Taebenu District, Kupang Regency are direct participation and indirect participation. Based on the results of the interviews and analysis of the results, it indicates that the community's direct participation in the village development planning process is very low. This is marked by the minimal involvement of the community during MusDus and also the minimal contribution of the community directly, both in the form of materials or ideas. The same is true for indirect participation. The factors that influence community participation in village development planning in Oeltua Village, Taebenu District, Kupang Regency are internal factors and external factors. Based on the results of interviews and analysis of the results indicate that the internal factors that influence the level of community participation are education, income, family burden and organizational experience. While external factors are the surrounding environment, government relations with the community, the impact of previous developments, and also the impact of the development policy itself.
