Abstract
Problem in this research is (1) Does PAD have a positive effect on capital expenditure? (2) Does DBH have a positive effect on capital expenditure? (3) Does DAU have a positive effect on capital expenditure? (4) Does DAK have a positive effect on capital expenditure? (5) Does Capital Expenditure have a positive effect on HDI? (6) Does PAD, DBH, DAU, DAK have a positive effect on HDI? (7) Does PAD, DBH, DAU, DAK have a positive effect on IPM with capital expenditure as an intervening variable?. The purpose of this research is to find out the influence of PAD, DBH, DAU, DAK on HDI directly and indirectly through capital expenditure. This research used purposive sampling method in which the regency and the city in NTT Province are as samples. The data used were secondary data in form of Budget Realization Report and the data of HDI during the period of 2014-2018. The data results were analyzed by using Panel data regression method. The samples were 21 Regency and a city in NTT Province for 5 years counted from 2014-2018. The result of this research partially shown that the independent variables; PAD, DAU and DAK were positively and significantly taking effect towards the Capital Expenditure, while the DBH was not. Partially, the Capital Expenditure effected positively and significantly towards HDI. Partially, PAD, DAU, and DAK were not influencing positively and significantly towards HDI, in the other side, DAK and Capital Expenditure influenced positively and significantly towards HDI. In partial, PAD, DAU, DAK were not influencing positively towards the HDI by the Capital Expenditure, while the Profit Sharing Fund was positively influencing towards HDI by Capital Expenditure. From the result, it is suggested for the regional government to improve the Regional Original Income and reduce dependency of the Balancing funds/ Transferring funds from the central government. Capital Expenditure should get more portion than the Personnel spending. Human Improvement should get most attention in regency so occur the equalization and there is not imbalance between the regency and the city. It is suggested to the other researchers who want to conduct the same research to input others variables which can influence the HDI such as Economical Development and Regional Income and Expenditure Plans and furthermore extend the research period up to 10 years or more.
