Abstract

Has various poverty problems such as low levels of income, people having difficulty meeting basic needs, education, health and others, so that to overcome the problem of poverty, the role of the government is also very much needed. Efforts to improve welfare, especially for the poor, are realized so that these people can live decent lives and develop themselves in various efforts made by the Indonesian government to alleviate poverty, namely making various program models and providing assistance to the poor. The implementation of the Village Fund BLT is stipulated in Village Minister Regulation (PDTT) Number 6 of 2020 concerning Amendments to Village Minister Regulation (PDTT) Number 11 of 2019 concerning Priority Use of Village Funds, concerning changes to Village Minister Regulation (PDTT) Number 11 of 2019 regarding priority use village funds including the provision of Direct Cash Assistance sourced from the Village Fund (BLT-DD). Thus, the problem raised in this study is the Policy Implementation of the Direc Cash Assistance Program in Desa Raburia, Kecamatan Ende, Kabupaten Ende. In this study aims to determine the Implementation of Direct Cash Assistance Program Policy Desa Raburia, Kecamatan Ende, Kabupaten Ende. This type of research i a descriptive research with a qualitative approach. Qualitative research is a research method that is carried out by direct research into the field. This research is without data processing with numbers but with the results of researchers' observations of phenomena that occur in society. The number of informants in this study were 6 people. The collection of data used is observation. The data analysis technique used is qualitative analysis. The results and discussion of this study are that resources are chosen as a factor influencing the success of policy implementation because policy implementation requires the support of human resources as well as facilities and infrastructure to carry out the implementation of the policy. Human resources are urgently needed in order to expedite the process of distributing direct cash assistance in Raburia Village. In this program, all village staff are involved in implementing the distribution of direct cash assistance (BLT). The people in the village directly have an impact on economic activities such as a decrease in demand for agricultural products causing community members in the village to stop or reduce their activities which ultimately reduces their income or earnings. This puts pressure on farmers in terms of marketing the products they produce. In addition, in terms of price, it also has a very large influence on the commodity of agricultural products.
