This study used a quantitative method with questionnaire survey technique to 30 employees at the at the Laurentius Say Maumere Port Authority Office. Data analysis used descriptive statistical techniques through Levins test and inferential statistics using Partial Least Square (PLS). Descriptive statistical analysis shown that variables Performance, work motivation, leadership, work environment and organizational culture are in the very good category. Based on the results of the descriptive statistical test, the first hypothesis is accepted. The results of inferential statistical analysis show that: 1) Leadership and organizational culture variables do not affect performance while work environment variables affect performance. 2) Leadership and work environment variables affect work motivation but organizational culture variables do not affect work motivation. Work motivation variable influences performance. 3) The motivational variable has an effect in mediating the relationship between the work environment and employee performance but has no effect in mediating the relationship between leadership and organizational culture on employee performance. The results of the model fit test show that the R square value for the Performance variable is 0.695 and the Motivation variable is 0.642. The results of this test show that the model proposed through leadership, work environment, organizational culture and motivation has the ability to explain performance variables by 69.5% and the model proposed through leadership, work environment, organizational culture to explain motivation contributes 64.2%. the rest is explained by other variables outside the proposed model.
