Abstract

The problem addressed in this research is how the budget performance of Class 1 Kupang Agricultural Quarantine Office can be measured using the Balanced Scorecard method. This study aims to measure the performance of Class 1 Kupang Agricultural Quarantine Office based on the four perspectives of the Balanced Scorecard, namely the financial, customer, internal business process, and growth and learning perspectives. This research uses both qualitative and quantitative data. Data were obtained through primary and secondary sources. Data collection techniques included interviews, documentation, and open questionnaires. Data analysis was conducted using a qualitative descriptive approach. The results of the research using the Balanced Scorecard approach show that from the financial perspective, economic ratio analysis and effectiveness indicate that Class 1 Kupang Agricultural Quarantine Office is economically and effectively managed each year. However, the efficiency ratio is still classified as inefficient, suggesting the need for improvement to enhance resource utilization efficiency. From the customer perspective, customer satisfaction questionnaire results indicate that Class 1 Kupang Agricultural Quarantine Office has provided good and satisfying services to customers. From the internal business process perspective, the service time provided by Class 1 Kupang Agricultural Quarantine Office is considered excellent by service users, and the office facilities are complete. From the growth and learning perspective, the employees of Class 1 Kupang Agricultural Quarantine Office generally feel satisfied and comfortable with their work environment, and the employee attendance rate is good. However, the lack of implemented innovations is due to a shortage of human resources and budget resources. Therefore, it is recommended that Class 1 Kupang Agricultural Quarantine Office improve budget management efficiency, encourage innovation, enhance collaboration, increase employee attendance, and create an optimal working environment.
