Abstract

This research was written by Noliana Ebo Ayi (31119001), Development Economics study program under the guidance of Mrs. Dr. M.E. Perseveranda, SE, M.Si and Mr. Adrianus Ketmoen, SE, MM with the title "Analysis of Expenditure Performance at the Office of Communication and Informatics of East Nusa Tenggara Province". The formulation of the problems in this study are (1) How is the performance of spending in the 2017-2021 Budget Realization Report at the Office of Communication and Information of East Nusa Tenggara Province (2) What is the balance of regional spending in the Budget Realization Report based on a comparison between the realization of capital expenditure and total regional expenditure (3) What is the level of spending efficiency in the Budget Realization Report based on a comparison between expenditure realization and the budget. The purposes of this study are (1) To find out the expenditure performance in the 2017-2021 Budget Realization Report at the Office of Communication and Informatics of East Nusa Tenggara Province, (2) To find out the balance of regional spending in the Budget Realization Report based on a comparison between the realization of capital expenditure and total expenditure regions, (3) To find out the level of spending efficiency in the Budget Realization Report based on a comparison between the realization of spending and the budget. The method used is descriptive qualitative method with data collection techniques through interviews and documentation. The informants in this study were the Head of the Sub-Division of Finance, the Head of the E-Government Services Division, and the Head of the Data Management and Sectoral Statistics Division. The data used is the 2017-2021 Regional Budget Realization Report. The results of the study show that (1) the analysis of the variance of spending and the ratio of spending effectiveness shows that budget realization has been good for the last 5 (five) years, because the amount of actual spending has not exceeded the budget, which means agencies are making budget savings. (2) Expenditure growth analysis shows good growth from year to year as assessed by the amount of budget spent on regional expenditures. (3) Analysis of operational expenditure on total expenditure and analysis of capital expenditure on total expenditure shows a lack of optimization of the distribution of the budget for capital expenditure, because the budget for operational expenditure is much larger than the budget for capital expenditure. However, in terms of the accuracy of spending, the performance of the Office of Communication and Information of East Nusa Tenggara Province is considered good.
