Abstract

This research is entitled Government as Provider (Study of Electricity Services for Communities in Tenda Ondo Village, Nangapenda District, Ende Regency). The formulation of the problem in this study is what is the role of the government as a provider in serving the electricity needs in Tenda Ondo Village, Nangapanda District, Ende Regency. The theory used by researchers in solving research problems is the Government as a Public Service Provider, Government as a Public Service, Rural Electricity Development Policy, the Benefits of Electricity for Village Communities and Factors That Obstacle the Availability of Electricity. This study used descriptive qualitative method. Primary data sources are informants while secondary data are documents related to research variables. Data collection techniques used were interviews, observation, and documentation. The data analysis stage was carried out through data reduction, data presentation, conclusion drawing stage and then analyzed descriptively qualitatively. The research results show that (1). Financial Resources in the form of a limited budget and high cost of funding for the construction of electricity which consumes a budget of IDR 6 billion per village while the Village Fund can only be used for micro-hydro power plants; biodiesel power plant; solar power plants; wind power plants; biogas installations; and electricity distribution network (not from the State Electricity Company). The problem that causes the electricity supply to not be electrified is caused by the high operational costs of coal fuel as the main fuel to drive the steam turbine, the damage to several generating machines so that they are unable to reach inland areas in Ende Regency, poor road access, the hilly topography of Tenda Ondo Village. - hills, the problem of land acquisition for the installation of electric poles and cables and the high cost of building electricity. (2) Technical problems in land acquisition in the form of land certificate ownership issues making it difficult for PLN to make payments for land acquisition intended for the construction of power plants. Geographical factors in the form of natural conditions in the form of hilly natural conditions, damaged road infrastructure and many trees that are bigger and taller than power poles cause PLN officers difficulties in installing power poles and cables. The pattern of community settlements in Tenda Ondo Village which are scattered from each other with great distances is the main obstacle for PLN officers in installing electricity poles and cables, which requires a large amount of time and operational costs.
