Abstract

This thesis is entitled Waste Management in the Manggarai District Environmental Office. The formulation of the problem in writing this thesis is How to Manage Waste in the Manggarai District Environmental Office. The theory used by researchers in solving research problems is governance and management of waste management. This study used descriptive qualitative method. Primary data sources are informants while secondary data are documents related to research variables. Data collection techniques used were interviews, observation, and documentation. The data analysis stage was carried out through data reduction, data presentation, conclusion drawing stage and then analyzed descriptively qualitatively. The research results show that (1). Aspects of planning (planning) in the form of a lack of waste infrastructure and waste collection personnel. Garbage disposal in Ruteng City is not in accordance with the waste management procedures as mandated in the Regional Regulation of Manggarai Regency Number 2 of 2013, which is only limited to waste collection and without going through waste sorting, recycling and reuse. The budget for handling waste is Rp. 10,938,062,864.00 which is shared with 11 other sub-districts in Manggarai Regency so that the existing budget makes no additional waste infrastructure facilities. (2) Organizing aspects in the form of a division of labor, in where the field officers were divided into 6 depots but in working in the field there were still officers who did not work according to the set times, namely 06.00 WITA and 16.00 WITA and a lack of cooperation from waste collectors in the field. Coordination carried out by the DLHK of Manggarai Regency took the form of creating a WhatsApp group and coordinating with the Sub-District Head and Lurah (3) Actuating aspects (implementation/movement) in the form of motivation and giving directions and praise to each officer so that they can transport waste according to a predetermined target. (4) Aspects of controlling (supervision) in the form of direct monitoring to the field which aims to supervise the work of garbage collectors and make attendance every morning at 6 depots in Langke Rembong District. Based on the results of the analysis above, the author concludes that waste handling in Langke Rembong District has not gone well from the aspect of planning and organization, where there is a lack of waste transportation infrastructure, waste transport personnel, and officers who do not work according to the stipulated time and budget limitations in waste handling. From the aspect of implementation and supervision, it has gone well, this can be seen from the provision of motivation in the form of praise to waste transport officers and supervision in the form of direct monitoring in the field and conducting attendance every morning at 6 depots in Langke Rembong District.
