Abstract
The theory used in this thesis is the theory of the role of agricultural extension as a facilitator in improving the welfare of farming communities by covering three aspects, namely: the extension aspect, the training aspect, and the mentoring aspect. Of these three aspects, each has its own indicators, the first indicator of the extension aspect is: socialization of agricultural extension programs, dissemination of agricultural technology information evenly, self-reliance to develop the ability to explore one's potential, and partnerships in organizing extension based on the principles of mutual respect, mutual benefit, mutual strengthening and mutual need between the main actors and business actors and the second aspect of indicator training is: providing knowledge in land (garden) management, developing or increasing skills in planting secondary crop seeds, the process of maintaining or caring for secondary crops, the process of harvesting secondary crops, and marketing secondary crops , creating a conducive climate so that farmers are able to form and develop their groups in a participatory manner (from, by and for farmers), and help expedite the process of identifying needs and problems as well as preparing plans and solving problems faced in their farming business and the third aspect of mentoring indicators: providing motivation, increasing awareness and capacity training, and building and developing networks. The method used in this research is a qualitative descriptive method, namely the technique of determining informants, operationalizing variables, types and sources of data, data collection techniques, data analysis techniques. This research uses the role of the Agricultural Extension Center as a facilitator in improving the welfare of the farming community in Nuhalolon Village, West Solor District, East Flores Regency. The results of the study show that (1) the extension aspect, related to the socialization of the agricultural extension program to the farming community in Nuhalolon Village, has already been carried out. For this reason, the impact of providing socialization is to shape patterns of behavior and personality of farmer groups so that they can increase knowledge in farming. The methods used in extension include planting distance, fertilization, care, and harvest. In addition, partnerships and farming communities are going well. The supporting factors in conducting farmer counseling are experience working in farming and the inhibiting factors for the farming community in participating in the socialization of agricultural extension given are very minimal, but farmer groups are very responsive when there is assistance in the form of agricultural tools, fertilizers and seeds. (2) aspects of the training BPP has made every effort to encourage sustainable agriculture by providing training, so that it can properly manage existing land. Apart from that, previously the farming community cleared their land by burning after the BPP. In West Solor District, Nuhalolon Village, they gave socialization about good land management, people don't burn it. Apart from that, farmer groups clear the land using tractors to clear the land so that their land becomes fertile. For this reason, the inhibiting factors were when providing training on land management, only a few people attended and the supporting factors were carried out by field schools, such as how to plant rice, corn, peanuts, and sorghum to produce good crops. (3) the aspect of assistance, the assistance that BPP has provided to the farming community in Nuhalolon Village has already been carried out by BPP. The assistance that extension workers provide when there is socialization regarding planting distance, fertilization time, maintenance, until harvest. Apart from that, extension workers provide assistance, namely building individual and group enthusiasm in managing the agricultural products of farmer groups, so that farmer groups remain optimistic in managing their agricultural products. The aim of providing assistance by BPP is so that they do not give up when there are obstacles they face, be it crop failure or other obstacles in agricultural management. Of the many assistance provided by extension workers, there has been progress in agricultural management, such as increased yields of secondary crops.
