Abstract

The purpose of this study was to find out how good governance practices in administrative services and to find out how to create a climate that is conducive and effective in implementing the principles of good governance in Borong District, East Manggarai Regency. Good governance practices can be measured through the following indicators: accountability, transparency, democracy and the rule of law (Mardiasmo, 2009). Researchers used a survey method with a qualitative approach. Data taken based on the results of interviews, field notes, photographs or other documentation. The results of this study indicate that the practice of good governance in Borong District, East Manggarai Regency has not been fully implemented properly when viewed from the aspect of accountability, accountability has not gone well, such as the treatment of officers in providing services and the lack of competence of officers in providing services. Transparency, not working well, lack of information disclosure, service procedures and requirements are not yet on the announcement board so that the public does not know what types of services are provided, access to required documents cannot be accessed via the internet/social media. Democracy has not run well, the apparatus often acts discriminatory. Rule of law, the procedure has not been strictly spelled out.
