Abstract
This research aims to find out how employees perform in land certificate services in the city of Kupang, specifically in land certificate services so that efforts can be made to fulfill community needs and requirements for community satisfaction in accordance with applicable regulations. The type of research is a qualitative descriptive method, namely research that aims to provide an overview of employee performance in land certificate services at the Kupang city land office. Where the author interviewed 5 data sources, 3 people from service users and 2 people from the head of the administrative sub-division, the head of the control and dispute handling section as well as the results of my observations during field work and the results of observations during my research at the Kupang City Land Office . The results of this research show that the performance of Kupang City land office employees in providing land certificate services is in accordance with work indicators, namely, work quality, timeliness, initiative, ability and communication. However, in implementation there is a supporting factor where the Kupang City BPN office employees have carried out their duties and functions to the maximum extent possible, seen from the quality and quantity of employee work achievements and their discipline has been disciplined by the head of the Kupang City land office. Meanwhile, the inhibiting factors, namely mastery of technology, are stillexpected of certain people and also the process of making land certificates still uses typewriters, thus hampering the process of providing land certificate services. Based on the results of this research, it shows that the performance of employees in the land certificate services at the Kupang City land office is running well, although there are still a few obstacles, but they can still be handled because employees at the land office have carried out their duties and functions in accordance with operational standards and implemented procedures.
