Abstract

The study entitled “The Impact Of Motivation, Job Transfer And Quality Of Public Service On The Performance Of Staff Through Job Satisfaction As A Variable Of Intervening In The Population and Civil Registration Office Of Kupang District.” by Mardiana Henderika Medah, NIM 811212011 MM, was guided by Dr. Stanis Man, SE, M.Si as the first and Daniel Taolin, SE, M.Si as the second. Objectives of this research: 1) To find out whether motivation, mutation and quality of public service have a positive and significant impact on job satisfaction. 2) To find if motivation and mutation, quality of the public service and satisfaction of the job have a significant and positive impact on employee performance. 3) To know whether employee satisfaction mediation relationships influence motivations, mutations and service quality on staff performance. The type of data in this research is qualitative data and quantitative data. Techniques of data collection through questionnaires, observations and documentation. The data analysis techniques used are descriptive statistical analysis and inferential statistic analysis using the SmartPLS application. Sample of the study are 69 people who are all employees at the Department of Population and Civil Records of Kupang District. The results of the descriptive analysis show that the variables of motivation, mutation, quality of public service and employee performance are good, and the result of the variable of job satisfaction is fairly good. Inferential statistical analysis results show that employee satisfaction, service quality and motivation have a significant influence on employee's performance. Motivation and mutation have significant influences on staff satisfaction. Quality of service has no significant impact on staff job satisfactions. Mutation does not significantly influence staff employee’s job satisfactioner. Based on the results of the research obtained, it can be recommended to the Department of Population and Civil Registration of Kupang district is 1) Improve the motivation to be very good, especially on indicators of cooperation so that it is expected good cooperation between officials so that the given working time is more rapidly completed in the provision of services. 2) Consider the job transfer of officials when done with experience, in mastering the field of work, and not often there are job transfer of the officials then the performance of the staff can go up to the maximum. 3) Improvement of the quality of service to be excellent, especially in the indicator of empathy by finding solutions to shorten the service time of document management. 4) Improving the satisfaction of the job to be great, especially at the indicators work colleagues, by improving good communication between leaders and subordinates in the face of problems and resolving the conflict that occurs. 5) For researchers who are going to research about staff performance, it is suggested to be able to add other variables not studied in this research, among others: work discipline, leadership and work environment, and competence.
