Abstract

One of the main highways that supports the growth of the office, retail, education and service sectors of Kupang City is Jalan Raya Pemuda in Kuanino Village. Apart from that, Jalan Raya Pemuda also functions as the main route that connects to other urban highways. Roads have an important role in building social stability and economic progress as transportation infrastructure. Therefore, road performance must be taken into account. The performance of a road section can be measured and compared with road service level criteria to see how well the road performs compared to its intended use. Road Service Level Value as a metric of road segment performance. Traffic volume depends on road capacity, if the road capacity cannot accommodate the volume that wants to move then existing traffic will be hampered and will flow according to the maximum road network capacity. However, Kuanino Village is not free from traffic jams, especially on the Pemuda main road right in front of the Kuanino traditional market. This is due to market activities that use the road as a place for selling, parking and unloading goods, resulting in a decrease in road capacity. This research uses the MKJI (Indonesian Road Capacity Manual) 1997 method. The data taken is primary data such as road geometric data, traffic volume data, speed data (average speed), roadside obstacle data and secondary data such as population data. Kupang city. According to survey results in the field, the effective width of the road body in relation to the capacity used for parking lots reaches 1m (0.5 m left + 0.5 m right) the effective width of the road body used is 5 m. The highest vehicle volume on the Youth Road section on Tuesday 17 October 2023 was 540.2 pcu/hour at 11.00-12.00 and 17.00 -18.00 at 623.8 pcu/hour. with an average speed influenced by market activity of 20 km/hour and it was found that the weighted frequency of side obstacle events on Tuesday 17 October 2023 was 313.7 at 11.00 -12.00 with side obstacle class (M) while at 17.00-18.00 it was 245 .8 with side resistance class (L).
