Abstract

Bernadinus Asiena Epu (NIM 811211008 MM) This research is entitled "The Influence of Motivation, Competence, Work Environment and Organizational Culture on the Performance of Civil Servants at the Regional Office of the Ministry of Religion of East Nusa Tenggara Province", supervised by Dr. Simon Sia Niha, SE, M.Si, and Drs. Ec. Gaudensius Djuang, M.M. Based on the Performance Report of Civil servants at the Regional Office of the Ministry of Religion of East Nusa Tenggara, for the last two years showed that employee performance had not been optimal. This condition is not suitable with the goals or not achived the targets. The population in this study were all Civil Servants at the Regional Office of Ministry of Religious Affairs of East Nusa Tenggara Province, totaling 121 people using census techniques. Data collection was carried out by interview, questionnaire and documentation study. Data analysis uses descriptive and inferential statistical analysis (Multiple Linear Regression). The study results showed descriptively that the respondents' perceptions of employee performance variables are good, very good motivation, good competence, good work environment and very good organizational culture. Partially, the variables motivation (X1), competency (X2), work environment (X3), and organizational culture (X4) have a positive and significant effect on the performance of Civil Servants at the Regional Office of the Ministry of Religion of NTT Province. Simultaneously, the variables of motivation, competence, work environment and organizational culture have a positive and significant effect on the performance of Civil Servants at the Regional Office of the Ministry of Religion of NTT Province. The contribution of the independent variable to the dependent variable is 60% with the remaining 40% influenced by other variables outside this research. Based on the result of the study, the performance of Civil Servants at the Regional Office of Ministry of Religious Affairs of East Nusa Tenggara Province can be improved by increasing the motivation and the competency of employees, also supported by a positive work environment and organizational culture. Agency need continuously and sustainably carry out training and technical guidance in the form of functional training and technical training, as well as providing study permits to develop employee competency. Provide recognition for each employee's achievements in the form of rewards (incentives) and praise to motivate employee performance. Create a safe, comfortable and conducive work environment. There are available of facilities and infrastructure which is adequate and supporting. Keep the schedule for regular maintenance on the work equipment used (software and hardware). Organizational culture is improved through the implementation of norms and rules effectively and sustainable.
