Abstract
This thesis is entitled Border Village Community Development Model (Case Study of Border Village Development Model, Lo'okeu Village, West Tasifeto District, Belu Regency). The problem formulation of this thesis is What is the appropriate Development Model that can be used by the Village government in developing Border Villages, then the theory used by researchers in this thesis is the Regional Development Theory and Village Development Theory, in solving the problems of the Border Village Community Development Model in above, the researcher used a qualitative method. There are several types of development models depending on the suitability between the model and the qualifications of the village to be built. In this research the author uses a comparative hypothesis which compares the integrated independent development model and the innovative development model so that it can be seen which model is suitable for use by the village government in developing border villages according to the qualifications of the village studied, namely Lo'okeu Village, West Tasifeto District, Regency. Speckle. The research results show that (1) the integrated independent model. The independent village concept is a rural development pattern based on an integrated concept starting from the input subsystem, primary production subsystem, product processing subsystem, marketing subsystem, and support services subsystem. The characteristics of an integrated independent village are villages that have adequate facilities and infrastructure, especially in the fields of education, health, road access and communications. Based on the requirements for an independent village above, this integrated independent village development model is not suitable to be implemented in Lo'okeu village, West Tasifeto District, Belu Regency, because it is in accordance with the characteristics of an independent village itself, namely the existence of adequate infrastructure in the fields of education and health. , road access, and communication, while based on the results of the author's research, development in Lo'okeu village is very minimal, especially in the education and health sectors, therefore, Lo'okeu village does not yet meet the standards for implementing this independent village development model. (2) Innovative village development model Innovative Village Development is empowerment activities through development in the form of improving the quality of life and behavior which includes aspects of increasing community capacity, increasing community participation, increasing community economic activities and increasing the human resources capabilities of village government officials based on science and technology development models Innovative is an economic development concept whose growth is seen based on endogenous development or the potential of original resources owned by the village. Fertile land and abundant local food are one of the weapons so that this model can be implemented and is likely to be successful. By looking at several innovative activities that have been carried out by the local government and have produced quite good results, this model is appropriate and feasible to be implemented for improve people's quality of life. Based on the results of the analysis above, the author concludes that the innovative village development model focuses on community participation in development by utilizing resources already owned by the village so that they are used as creations and innovations that support the community's own economy, this model is very suitable to be applied in Lo’okeu village. considering that there are a lot of innovations that have developed, although not yet fully, it is hoped that with this model, people will be more creative and innovate, making many new breakthroughs to support the village economy.
