Abstract
This reserach was written by Maria Hendrina Lahok (31115118) economy development program with the Ibu M.E Perseveranda, SE, M.Si and the second guide Ibu Emiliana Martuti Lawalu, SE. ME entitled “Utilization of Village Funds in The Construction of Jenilu Village in Subdistrict of Kakuluk Mesak in Belu Regency”. The problem statement of this reserach is 1) how is the use of village funds in the construction of the village Jenilu on subdistrict of Kakuluk Mesak in Belu regency? 2) what are the driving and inhibiting factors in village development through the utilization of village funds in the village of Jenilu on subdistrict of Kakuluk Mesak in Belu regency? This reserach was to know the use of village funds in village development and to find out the inhibiting factors and drivers in village development through the use of village funds in the village of Jenilu on Subdistrict of Kakuluk Mesak in Belu regency. The analytical method used is descriptive analysis. The data used in this study are primary data and secondary data with research subjects consisting of village government and village communities. The results showed that the use of village funds in the contruction of Jenilu Village in Subdistrict of Kakuluk Mesak in Belu Regency already maximal. This can be proven by the number of development programs that have been realized in accordance with the development plans. While the driving factors include: a). Driving actors for physical development: Supporting road access, High levels of community participation, Good quality of the implementation team, Good skills or expertise owned by the community. b). The drivers of non-physical development: The area of arable land and land, The location of living close to the sea so that it can cultivate seaweed, The quality of a good implementing team in physical development, A high level of community participation. And inhibiting factors include: a). Inhibiting factors of physical development: Unsupporting road access, Low community participation, Limited public knowledge, Quality of implementing teams that do nor support. b). Inhibiting factors of non-physical development: Limited expertise and low public awareness, Land area and soil fertility that do not support, The quality of the implementing team that does not support. Based on the results of this study it was suggested to the village electoral government, to further improve the performance of the use of village funds in village development, and to provide socialization and involve the community in planning and utilizing village funds, so that the community would participate in village development programs.
