Abstract

This thesis is titled "The Effectiveness of the Implementation of the Comprehensive Systematic Land Registration Program (PTSL) in the Framework of Providing Free Land Certificates in Manulai II Subdistrict in 2022." The problem formulation in this thesis is "How is the Effectiveness of the Implementation of the Comprehensive Systematic Land Registration Program (PTSL) in the Framework of Providing Free Land Certificates in Manulai II Subdistrict in 2022." The theory used by the researcher to address the research problem is effectiveness. This study employs a qualitative descriptive method. Primary data sources are the informants, while secondary data consists of documents related to the research variables. Data collection techniques include interviews, observations, and documentation. Data analysis involves data reduction, data presentation, the conclusion drawing stage, and qualitative descriptive analysis. The research findings indicate that (1) the determination of the target for the comprehensive systematic land registration program (PTSL) through the certification of already certified land in Manulai II Subdistrict has been carried out effectively, as evidenced by 1,175 households with certificates distributed across 19 residential areas (RT), while 240 households without certificates are spread across 5 RT. (2) The program's socialization through various media (social media, and electronic media) by the National Land Agency (BPN) office in Kupang City has been successful. This includes activities to raise awareness about land dispute prevention, land education, and social media presence through Instagram and Twitter owned by the BPN office in Kupang City. (3) The objectives of the comprehensive systematic land registration program (PTSL) have been successfully achieved to ensure legal certainty and legal protection of land rights through the distribution of legally ratified certificates. Based on the above analysis, the author concludes that the effectiveness of the implementation of the comprehensive systematic land registration program (PTSL) by the Land Agency of Kupang City in Manulai II Subdistrict has been successful. This is evident in the program's target determination, program socialization, and program objectives.
