Abstract

This thesis is entitled the role of the youth and sports education service in developing sustainable human resources for junior high school students in West Sumba Regency. The formulation of the problem in writing this thesis is what is the role of the Education and Culture department in developing sustainable human resources for junior high schools in West Sumba Regency and what factors encourage and hinder government efforts in developing sustainable human resources for junior high schools in Sumba Regency West. The theories used by researchers in solving research problems are the concept of facilitator, human resource development, and facilitating human resource development for teachers. Primary data sources are informants while secondary data are documents related to research variables. The data collection techniques used were interviews, observation and documentation. The data analysis stage was carried out through data reduction, data presentation, conclusion drawing stage and then analyzed qualitatively descriptively. The research results show that (1). Education Management in the form of educational equality is the focus of efforts to create equal access and educational opportunities for all individuals, regardless of social, economic background or other personal characteristics. Apart from that, teacher certification in each country has general policy procedures for the government or educational institutions. In general, the government or higher education institutions in the country are responsible for setting the requirements for obtaining teacher certification. This process often involves formal college education, field experience and certification examinations that ensure that prospective teachers have the knowledge, skills and qualifications necessary to teach effectively (2). Transfers and distribution of teaching staff, transfers and placement of teachers are based on a shortage or excess of teachers in a school. Schools that lack certain subjects will be the top priority for teacher placement. Placement and transfer of teachers is carried out by considering teacher competency, including education, experience and certification and teachers are placed according to their area of expertise (3). The authority to issue basic education permits to grant permission to control and supervise schools is the authority of the Ministry of Education and Culture to place national education policies and educational standards for regional or provincial, district and city governments so that they have an important role in controlling and supervising schools in their areas. Based on the results of the analysis above, the author concludes that the role of the youth and sports education department in developing sustainable human resources for junior high school students in West Sumba Regency has not been running as well as it should because there are several reference indicators which serve as educational standards for teachers which have not been properly considered.
