Abstract

This thesis is entitled "Factors Influencing the Appointment of High-Level Position (Echelon 2) Officials in the Regional Government of West Manggarai District in 2022". The research problem addressed in this thesis is identifying the factors that influence the appointment of high-level positions (Echelon 2) in the Regional Government of West Manggarai District in 2022. The theoretical framework used includes government bureaucracy, civil service positions, Senior Leadership Promotion (PLP), and manifestations of gender inequality. Primary data sources consist of informant interviews, while secondary data comprises documents related to the research variables. Data collection techniques employed include interviews, observation, and documentation. Data analysis involved data reduction, data presentation, drawing conclusions, and qualitative descriptive analysis. The findings reveal that (1) Access to announcements for vacancies in High- Level Positions (Echelon 2) was made through the BKPSDMD Manggarai Barat website, circulars to relevant OPDs, and notice boards at the BKPSDMD Office. The information provided includes job titles, administrative requirements, selection procedures, contact details for the Selection Committee Secretariat, and the process for filling the positions. (2) Female civil servants' participation in the selection process for High-Level Positions (Echelon 2) in West Manggarai District in 2022 was notably low, with only one woman among 21 participants. Gender disparity stemmed from insufficient recommendations from the Personnel Officer (PPK), lack of official invitations from the Selection Committee (Pansel), and stringent qualification and experience requirements that many female civil servants did not meet. Nevertheless, the selection process was conducted objectively and transparently, beginning with administrative selection, background checks, competency assessments, final interviews, and health and psychological tests. (3) Oversight of the appointment process for High-Level Positions (Echelon 2) in West Manggarai District in 2022 involved the Personnel Officer (PPK) forming a selection committee comprising relevant officials and experts, in accordance with Article 114 Paragraph 5 of Ministerial Regulation PANRB Number 38/2017. The selection committee was responsible for selecting the top three qualified candidates, whose names were then forwarded to the PPK, the Regent of West Manggarai. The selection process adhered to recommendations from the State Civil Service Commission (KASN), and results were reported to the Minister of Home Affairs and Minister of PANRB to ensure transparency and accountability. Based on the above analysis, the author concludes that the selection process for High-Level Positions (Echelon 2) was conducted openly and competitively. This outcome underscores the importance of good access, participation, and control in the execution of the selection process for High-Level Positions (Echelon 2) in the Regional Government of West Manggarai District in 2022.
