Abstract

This research was submitted as a thesis with the title "Village Consultative Body Capacity in Preparing Village Regulations in Babulu Village, Kobalima District, Malacca Regency". The capacity of the BPD in drafting village regulations is interesting to research because village regulations are very important for regulating the lives of village communities, and also village regulations have legal force that is binding on all village communities and are made for local interests. This study used descriptive qualitative method. Variable operationalization uses responsive capacity aspects and regulatory capacity aspects. Data collection techniques use interviews, documentation and observation. The data analysis technique in this research uses qualitative descriptive analysis which includes data reduction, data presentation and drawing conclusions. Based on the results of the analysis and interview results, it shows that the regulations on the capacity of the Village Consultative Body to absorb the aspirations of the community in Babulu Village have not been implemented well. This is because there are several obstacles faced by the BPD, namely a lack of financial support and no follow-up by the village government. The conclusion of this research shows that in making village regulations there needs to be increased coordination between the BPD, Village Government and the Community, as well as greater support from the Village Government to ensure that community aspirations are reflected in village regulations and village decisions.
