Abstract

This research is entitled Rural Empowerment and Agricultural Development Scaling-up Initiative (READSI) Program. The formulation of the problem in this study is how the effectiveness of the READSI program in Sumlili Village and Oetmanunu Village, West Kupang District, Kupang Regency. This study aims to describe the effectiveness of the READSI program and its impact on the community. The READSI program aims to reduce the poverty level of farmers through empowerment activities and utilization of rural resources which include agricultural development, improvement of nutrition and public health and development of rural microfinance in order to increase income in the agricultural sector in a sustainable manner. The data sources in this study are primary data sources and secondary data. The research method used is descriptive qualitative. By using data collection techniques in the form of observation, interviews and documentation. The data analysis techniques used in this research are data reduction, data presentation and conclusion drawing. The results showed that 1) The implemented program activities consist of; A) Input activities which are detailed on; a) Socialization of the program b) Grouping of target groups/members c) Determination of the amount of land/land area of members/farmer groups d) Determination of obligations and rights of farmer group members, are well implemented. B) Process activities, which are detailed on; a) Involvement of members/target groups b) Respond and feedback from target groups c) Productivity obtained, were well implemented and received a very good response. 2) Implemented resource performance consists of; A) Management of target group resources in inter-group/member engagement, very good. B) Management of physical resources; available land, water, and input packages, very well managed. C) Management of budget resources, managed fairly well. 3) Achievement of objectives obtained from program implementation is good. 4) The extent of the impact obtained from the implementation of the program is good. What is lacking in the implementation of the READSI Program is the assistance provided, which is very little and cannot meet every need of the target group community. From the results of the above research it can be concluded that: The READSI program that runs in West Kupang District, especially in Sumlili Village and Oematnunu Village, is running quite well and the impact can be felt by farmer groups. From the author's conclusions, several suggestions are made as follows: For the READSI Program, it is hoped that the assistance provided will be more targeted and the seeds provided will be increased and other input assistance will also be provided.
