Abstract
The goal of PAMSIMAS program is to address the main problem in Kuave’u Sub-village, which are lack of public awareness of good sanitation and limited access to clean water. However, the PAMSIMAS program has not been implemented well. The research problems are: 1) What is the Role of Facilitators, Village Elements and Communities in the implementation of CommunityBased Water Supply and Sanitation Program (PAMSIMAS) in Kuave’u Sub-Village, Oben Village, Nekamese Sub-District, Kupang District, NTT Province?; 2) What are the inhibiting and supporting factors in the implementation of the Community-Based Water Supply and Sanitation Program (PAMSIMAS) in Kuave’u Sub-village, Oben Village, Nekamese Sub-district, Kupang District, NTT Province? This study used qualitative method. Data collection techniques were interviews, observation and document analysis. The respondents were Facilitators, the Head of Sub-village, the Treasurer of Sub-village and 15 Families in Kuave’u Sub-village. Thus, the number of respondents in the study was 18 (eighteen) people. Based on the results of the study, it was revealed that in general the implementation of the PAMISMPAS program in Kuaveu Sub-Village, Oben Village, Kupang District was not well implemented. Supporting factors were community support as seen from the attitudes and behavior of the people who collaborated in the development process. The inhibiting factors of this program were poor performance of the facility management body in maintaining and managing the facilities; lack of public awareness to maintain existing facilities and some people were reluctant to give self-help contributions; many people did not participate in the collection of contributions, which affected the maintenance of non-functioning and damaged facilities. According to the results of this study, it is recommended that Elements of Kuave’u Subvillage and PAMSIMAS Facilitators should increase community participation in a sustainable manner, increase management guidance and persuasive approaches to new spring owners.
