Abstract

This research aims to understand the dynamics of customary land disputes that occur between the government and the people of Tasinifu Village, Mutis District, North Central Timor Regency. Using a qualitative approach with a case study method,this research explores the meaning,perceptions and experiences of the community regarding customary land rights and conflicts that arise as a result of infrastructure development projects. Data was collected through interviews, focus group discussions (FGD), and document analysis,with a focus on transparency, accountability, and research ethics. The research results show that a lack of communication and understanding between disputing parties exacerbates conflicts, while modern legal approaches are often not in line with traditional community values. It is hoped that this research will provide deeper insight into land dispute resolution and encourage community participation in the decisionmaking process relating to their land rights.
