Abstract

This research investigates the challenges and solutions related to unregistered land in Ende Regency, East Nusa Tenggara, Indonesia. The research analyzes the role of the National Land Agency (BPN) and local governments in overcoming this problem, with a focus on the implementation of the Complete Systematic Land Registration Program (PTSL). This study examines the relevant legal framework, particularly the Basic Agrarian Law (UUPA), and explores the complexities of unregistered land ownership, including potential conflicts and economic implications. Findings demonstrate the importance of enhanced collaboration between BPN and local governments, better public awareness campaigns, and the use of modern technology for efficient land management. Recommendations include strengthening human resources at BPN, simplifying registration procedures, and increasing community participation.
