Abstract
The marine and coastal resources in Teluk Kupang beach were arranged to be developed in a water front city concept, released in the Detail Design of the Kupang City Urban Planning 2009. Fact, Kupang coastal zone growth naturally and did not shown as a water front city character. The existing social-economic activities, are growth under control. The arterial Timor Raya Road network performance’s indicates the main problem of capacity and velocity restrain. In other side, fatalities ratio and index reached 70,35 % and 60,35%. Assumed, high side friction and driver behavior was the main factors which caused the problems. Legally, there are UU RI No.38/2004 and UU RI No.22/2009 that determined side frictions effect in arterial road, include the Timor Raya road. Analysis approach done by considered the impact of road network development to the distributions of direct traffic flow and limitation conflict in some black spot area. The analysis also directing to considering the impact of coastal road development in order to developed same social-economic activities based on tourism facilities. Hope, this coastal road will be able to distribute some traffic in order to rising up again the Timor Raya road performance to Level of Service C and increasing the economic structure of Kupang city. The result of this research shown that : 1. The existing Timor Raya performance was in Level of Service D, with V/C 0,75 and average velocity 32 km/h and with fatalities ratio 70,35% and fatalities index 60,35% 2. The main factors caused capacity problem in Timor Raya road are 1) high level of side friction 2) driver behavior 3. The main factors caused the city face’s problem in Teluk Kupang beach are 1) people perception in handling the garbage 2) road oriented development 4. Low level of service’s and accident risk’s strategic solution offered : a. Short term : Limited access from social-economic area direct to the arterial road lane b. Long term : Distributed traffic flow with developing new road network in the coastal zone area 5. Coastal zone face’s strategic solution offered : a. Rearranged the type, volume, scale and location of the tourism social-economic activities b. Rearranged the public space on the coastal zone area 6. Low velocity lane development reduced the accident risk and coastal road development reduced the capacity restrain in Timor Raya road 7. Support system to be needs are the commitment of the government and public support in organizing these social-economic activities and/or facilities
