Abstract

This analysis discusses the provision of leave before release and assimilation as fulfilling the rights of prisoners in the Class IIB Kupang Women's Prison. Punishment in Indonesia is experiencing a paradigm shift from a prison system to a correctional system, which emphasizes the development and reintegration of prisoners into society. This research aims to identify the implementation of prisoners' rights and the obstacles faced in the process of granting leave before release and assimilation. The method used is empirical juridical research with a qualitative approach, which involves collecting primary and secondary data. The results of the analysis show that even though there are supportive regulations, the implementation of leave before release and assimilation is still hampered by administrative problems and public stigma. Therefore, it is recommended that there be increased coordination between related parties as well as the development of a comprehensive coaching program to facilitate the reintegration of former prisoners into society
