Abstract
One of the triggers that cause low-quality bureaucracy in Indonesia is the development of organizational culture that hasn’t been able encourage the work ethic of bureaucrats inherited from western public administration. This article aims to explore the local wisdom of Atoin Meto and its relevance to the organizational culture of the local public sector. It is linked with the spirit of the indigenous public administration paradigm in the development of public administration system based on local wisdom. This research conducted by using descriptive qualitative method. The data is obtained through in-depth interviews and literature study. The researcher found two important things from the data. First, there are Atoin Meto's local values that can be used in developing public sector organizational culture. These local values include nono, ume and uf. These three concepts are generally used by Atoin Meto to describe the kinship system in a social group. There are values, norms and rules that bind Atoin Meto in daily lives. Nono means clan, protector, binder, correcting wrongdoing and obey the prohibition. Ume means house. A symbol of tribal honor and unifying. Uf means a nurturing leader. Until now, Atoin Meto believes that nono, ume, uf is the culture heritage that has high sacred values. Second, the internalization and practice of the three cultural values of Atoin Meto encountered a number of challenges, such as 'structural arrogance', the dominance of political intervention by regional heads for pragmatic interests, and the clash of diverse cultures within the local bureaucracy.
