Abstract

Land is given to and owned by people with rights provided for by the UUPA (Basic Agrarian Law), which is used or to be utilized. Even though land is a very urgent natural element in the life of a society, in reality there are problems related to land which disrupt the life of the state and society. According to PP No. 10 of 1960 certificates are copies of the land book and measurement papers which will be sewn into a collection together with the cover paper whose shape is determined by the Minister of Religion. There are several problems that often arise related to land certificates,one of which is the land certification experienced by exodus East Timor residents in Oebelo Village, Central Kupang District, Kupang Regency. Various efforts were made by exodus residents of East Timor so that their aspirations were heard by the NTT Provincial Government and the government in charge of land affairs. Through a report addressed to the Indonesian Ombudsman Representative for NTT, there is a series of legal land certificate processes. After having a valid land certificate according to the law, it is clear that you have obtained land rights.
