Abstract

Indonesia is a State of Law as explicitly regulated in Article 1 Paragraph (3) of the 1945 Constitution. As a State of Law, there are three main elements that must be prioritized, the first is the protection of human rights, the second is the existence of an independent judiciary, which thirdly, the legality of a legal rule. To guarantee every citizen's human rights, of course there must be a definite legal rule so that it becomes the basis for regulating the human rights of Indonesian citizens, in this case the rights of the Indonesian people, in this case the rights of indigenous peoples. The preparation of this Academic Paper on Empowering the Rights of Indigenous Peoples is an effort for the East Flores Regency Government to further improve the governmental functions of the East Flores Regency government. This technique for preparing academic manuscripts refers to the law concerning the Formation of Legislation, namely Law Number 12 of 2011 which regulates that: "Academic manuscripts are manuscripts resulting from research or legal studies and other research results on a particular problem that can be accounted for in an official manner." scientific matters regarding the regulation of these problems in a Draft Law, Draft Regional Regulation, or Draft Law, Draft Regency/City Regional Regulation as a solution to the problems and legal needs of the community."
