Abstract

This study aims to examine and describe the social and administrative values embedded in the Eka Ho’e traditional ceremony of the Taekas Village community, Miomaffo Timur Subdistrict, North Central Timor Regency. The research employs a qualitative approach with an ethnographic method, emphasizing an in-depth exploration of cultural values and the social system within the practice of tradition. Data were collected through interviews, observations, and document studies involving traditional leaders, village officials, and community members participating in the ceremony. The findings reveal that the Eka Ho’e ceremony is not only a spiritual ritual but also plays a significant role in reinforcing social values such as mutual cooperation (gotong royong), solidarity, respect for ancestors, and environmental conservation. These values form the basis of the community's daily behavior and serve as essential instruments in social governance and sustainable management of natural resources. Furthermore, the study identifies non-formal administrative dimensions manifested through collective community participation in decision-making processes and the management of joint activities oriented toward shared welfare. The study also highlights the importance of integrating local wisdom into village development policies. It draws attention to the challenges faced, such as the declining awareness among the younger generation regarding the importance of this tradition, influenced by globalization and technology. Therefore, revitalizing local values through cultural education and youth involvement in every stage of the traditional ceremony is crucial.
