Abstract

This study aims to analyze the governance effectiveness of the Oesao Traditional Market in East Kupang District, Kupang Regency. This market plays a strategic role in driving the local economy, but faces various problems such as disorganized vendor stalls, congestion, and a lack of facilities and cleanliness. The study used a descriptive qualitative approach with a purposive sampling technique involving 12 informants related to market activities. Data were collected through observation, interviews, and documentation, then validated using triangulation (source, technique, and time). Governance effectiveness was measured through three aspects: (1) security and order, (2) cleanliness and comfort, and (3) economic function. Data analysis followed the Miles and Huberman model, including data reduction, data presentation, and verification. The results indicate that the governance of the Oesao Market is suboptimal, characterized by weak security oversight, disorganized sales locations, low vendor compliance, and minimal sanitation facilities. The study's conclusions recommend the development of clear regulations, reorganization of vendor locations, improvement of sanitation facilities, and regular participatory evaluation by the local government and vendor associations.
