Abstract

The main variable of the research is the traditional market development strategy which includes the improvement of market functions, management, and empowerment. Pasar Soa faces problems such as the use of parking spaces for selling, irregular market layout, and sub-optimal hygiene management. The method used is descriptive with a qualitative approach to understand social phenomena and the role of the Department of Industry and Trade in formulating market development strategies. Ngada Regency, located on Flores Island, has great agricultural potential and supporting facilities such as Turelelo Airport that support connectivity and the local economy. The results of the study show that although basic needs are met and traders are friendly, the market service is not satisfactory. The main problem is the lack of spatial arrangement, such as the grouping of sales zones and the provision of parking spaces, as well as non-optimal hygiene management. The Department of Industry and Trade has provided technical guidance and facilitated access to financing, but traders still rely on their own capital due to complicated capital lending processes and stringent requirements, as well as limited local government budgets for direct capital assistance. Soa Traditional Market is an important economic center in Soa District, but it faces obstacles in space utilization, service quality, and market management due to limited land, facilities, budget, training, and capital. The Ngada Regency Government has carried out various development strategies, but their effectiveness needs to be improved so that the problem can be overcome comprehensively. Therefore, local governments need to develop more effective strategies with a focus on spatial planning, improving service quality, adequate budget allocation, and training and capital support for market traders
