Abstract
This research simulates the process of preparing and assessing the feasibility of tender documents for government construction projects, specifically the case study of "Capital Expenditure for Health Buildings" in Kupang. An effective bidding process will result in competitive, effective, efficient, and economical construction service providers to complete construction work. The main objective of this research is to identify the steps for data collection up to the uploading of tender documents, analyze the stages of preparing bid documents, and evaluate the feasibility of technical, administrative, and cost bid documents. The preparation of this document refers to Presidential Regulation Number 12 of 2021 concerning the Procurement of Goods and Services. The tender process is carried out using the government-owned procurement system, namely e-procurement. The simulation process begins with the collection of data from the Kupang City Electronic Procurement Agency (LPSE) website, which includes selection documents, terms of reference, working drawings, quantity and price lists, as well as work plans and specifications. The preparation of tender documents involves three main aspects: administrative documents (such as company identification and bid letters), technical documents (including specifications for experts, equipment, and construction safety plans), and the budget plan (RAB). The RAB is calculated based on a ceiling price set at Rp 330,000,000.00, with the calculated result being Rp 320,747,159.85. Document uploads are carried out online through LPSE for administrative documents and the Apendo application for technical documents and RAB. The evaluation of the feasibility of tender documents is conducted on administrative, technical, and price offer documents. The simulation results show that the administrative and technical documents are deemed valid and meet the required criteria. The evaluation of the price offer shows a value of 97.20% of the ceiling price, which is considered feasible as it exceeds the minimum threshold of 80% set by the tender committee. Although the process is relatively good, this study identifies the need for further diligence in the item work units and the development of technology-based document evaluation tools to enhance accuracy and efficiency.
