Abstract

Cost efficiency in road construction projects is greatly influenced by the balance between labor and equipment production. An imbalance between the two can cause one resource to experience idle time or excessive workload, leading to cost overruns and potential losses. This study aims to evaluate the magnitude of potential cost losses arising from differences in minimum production between labor and equipment in the Oelolok–Bokis Road improvement project in North Central Timor Regency, East Nusa Tenggara Province. The method used in this research is a quantitative descriptive method with a case study approach. The data utilized are secondary data from the project’s 2023 Budget Plan (RAB). The analysis was conducted by recalculating the number of workers and equipment production, determining the minimum production value, calculating new coefficients, and comparing the old and new unit price analyses for each work item. The results of the analysis show that there is a potential cost loss of IDR 1,731,199,819.33 due to differences in minimum production values between labor and equipment. The largest loss occurred in the Lataston Wearing Course (HRS-WC) work item, with a loss value reaching IDR 670,277,465.41. These findings indicate that improper planning and production adjustment can directly impact project cost increases. Therefore, evaluation of the production balance between labor and equipment is crucial from the planning stage to project implementation.
